No, that's not how it works. The ONLY day the pnm's ranking is considered first is Pref Night. That is how cross cutting used to happen in the 1990's and earlier - if the PNM's ranking didn't align with how her Pref houses had placed her on the Bid List, both houses could reach Quota before she marched. Every single other round, if a chapter invites you back, nothing a PNM can do in ranking can take away that invitation. The parties don't "fill up" because the chapters are inviting an appropriate amount of pnms to the next round based on historical return rates. The only way a PNM ends up with no invitations at all to the next round is if every one of those chapters decides to release her. PNM's ranking really don't matter unless they are invited back to more houses then there are parties in the next round - and then in that case, the PNM's rankings determine her party list.
