If any chapters are below "total" (a number set by Panhellenic that is kind of like the median chapter size), then those chapters are eligible to conduct recruitment in spring. This is called COB, or continuous open bidding, and can happen anytime during the year that a house is below total. If a house has quite a few bids to give out before hitting total, it will probably good a couple of informal, invitation-only Rush events before voting on which pnms to bid. If a house has only one or two openings, they might just directly offer a bid to a very close friend who knows a lot of actives. If you're interested, email or go by the Greek Life office as they will share a list of pnms with chapters who are COBing. If the chapter is interested in you, they'll extend an invite. If you have friends in chapters already, let them know you're interested, too.
