From my experience there are several teams for a new colony including Team 1 Extension/Recruitment -- you have get the right new members to even begin. Team 2 Operations -- now that you have great new members you need to mentor them and insure they establish a program for success Team 3 Housing -- have most likely been researching opportunities for over a year. Will have to decide if there is an existing property to renovate, or tear down and build all new, or consider an existing complex (townhomes/apartments). City regulations can slow decisions and even cause groups to abandon their original plans. Where they are in this process is not discussed as it can hinder negotiations, pricing, permits, etc.
