Quota is not what determines who will be eligible for COB. Panhellenic will set this semester's "chapter total" number which is a math calculation that is kind of like median size. Chapters under that total size (regardless of whether they made quota) will be eligible to COB up to that number. I don't know if Panhellenic has re-set total yet.
