bigger chapters are required to cut more girls every round, so by the end of it they have a lot of really great but overlapping girls who can only end up in one place. for example, if zeta had 100 girls come back on pref, but 60 of those girls also still had DG and AXO and 30 of those girls preffed AXO and DG over zeta, then zeta gets 70. had they been allowed to take more girls back on pref, there could have been another 20 who wouldn't have preffed another house and ended up in zeta, making a pc of 90 not saying this is what happened..just explaining how you can still have a good pc even if its small
