Member quality I would agree but popularity I think there may as well be no distinction between the top row of top tier and the second one. They're hard to compare to each other since some focus more on involvement/grades/connections and others on fraternity relations/partying/looks I would make KAT a little better than AXO and PiPhi I also think KD is a better house than DZ. they have their own mini tier above the "bottom" which I think is DZ ADPi and then GPhi
