top chapter doesn't mean best chapter. It just means that it is the hardest to get into because everyone already knows everyone or you have to be a legacy. Top chapter doesn't mean the best sisterhood. It just means everyone already knows everything about you, good and bad. You can't start fresh if you repeat HS in college. Go for the house where you really connect with the girls you meet. There are lots more of those girls in the house and they will probably have a better sisterhood than when what you think.
