were are you getting your info because you are wrong. If a chapter was below total, their national organization would make them COB or do spring recruitment. According to the greek life report, the following groups had spring new members (which means they had to recruit so they were below total): ADPi, Alpha Phi, Theta, Zeta Pi Phi ended the spring with 254 members DG ended the spring with 287 (actually one more than Tri Delt)
