I would say the top 3 are Phi Delt, Sig Chi, and Kappa Sig. I know that Kappa Sig has been falling a lot recently, but there really isn't anyone else close to being called a top fraternity. Phi delt has a lot of "southerns" but still mostly from Texas, (a lot of san antonio and dallas). Sig chi i think is mostly texas (austin, houston,etc). Kappa sig has a good amount from DFW but has the most out of staters than the other two (tennesse, kansas, etc) This being said, after reading your message I really really doubt any of them will take you. Being from the south isn't going to guarantee you anything, the vast majority of the others rushees will be from the south as well.
