Total is the allowable chapter size as determined by the College Panhellenic, and it includes both new and initiated members. This number is considered the ideal size for each sorority and is the same for each sorority. The only time you are ever allowed to recruit beyond that number is during formal recruitment. "So let's say a house has 230 members and the chapter TOTAL is 200. What if they only lose 10 people due to graduation, dropping out, etc. Does that mean they can rush again in the fall and get potentially get another 60-75 women?" The only way a house can ever recruit and actually go OVER the total number is during formal recruitment. So in the scenario you list above (though highly improbable) - yes, that sorority could recruit a full pledge class (quota) during formal recruitment - even if it put their house way above total. If many houses were way above total, TCU Panhellenic would adjust total and make it higher or work to bring new sororities to TCU because the houses were becoming too large.
