For more clarity you should google NPC Release Figure Methodology. Some girls will drop out after pref, and some will only list one choice instead of two after pref. Either of those options might lead to a girl not receiving a bid. If a girl maximized ALL of her options and never released a sorority unless she was required to, she should have been given one of her two houses from pref. Because of that rule, some houses had to go over quota to insure that those girls who maximized ALL options during rush received a bid on bid day.
