OMG. I was thinking the same thing. It doesn't make sense if you divide the PNMs by the houses then I would think that is how you determine quota. Of course, not everyone may be happy with their bid and become a member. I guess maybe it's because houses can drop us which makes our list smaller. If two houses (A and B)are basically vying for the same girls, what happens if a lot of girls choose A over B. Does house A get all of those girls since they picked them 1st?
