I think most houses did better than expected in this online environment. I would also agree that Pi Phi took the top house. Not sure what happened with DG. From what I heard they did not put a lot into rush and with this being virtual did not stand out enough. Big mistake to just rely on your "reputation and status" You reap what you sow.
