I would say tiers are subjective. What I consider top might be different for you and so on. I think DDD is a great sorority but mostly pretty southern girls from wealthy families. To girls from the west coast, they probably wouldn’t be top but for girls from Alabama, Mississippi, Tennessee, etc., they are definitely top with XO. It’s personal preference but DONT make decisions on sororities from this website because you will not find the truth here.
