This for the most part is true minus legacies. Some sororities are required to keep a legacy if they continue to come back. Usually there is a fine by HQ if they cut a legacy but depending on the house they will take the fine. Some sororities require they make it to a certain round before they are allowed to be cut and others can’t cut after a certain round. The contingency with all of these is the number of legacies going through. A good number of developed chapters have lots of legacies going through (as an example I will say Tri Delta and Chi Omega but I want to be clear I do not know their legacy policies or how they recruit). So Tri Delt and Chi O have lots of girls who come through that are legacies, probably at least 100 each year. Depending on their legacy policies, they could be required to take all legacies, but there are more than the number of new members they could take. In addition, if they took all of these girls to even round 4, that is unfair to the other girls going through recruitment as well as the chapter because they may have to let go girls they wanted to be in the chapter. In this case, head quarters may allow them to release legacies in a different manor than the usual way
