They have some really nice guys. I like their most recent pledge class a lot and they are really popular with the freshmen class. They are definitely on the rise, but not top tier yet. I know my all my Theta and SK friends love them too. I wouldn’t say they have the best pledge class, but I’d say it’s definitely top 4 or 5. I’ve been to some of their parties and I’ve had fun at them. They have some funny guys for sure. I asked one my lambda friends about them once and he said there’s a guy he really wishes was in his PC that went Phi Kap. So all in all, yes they are on the rise. I’d say they are better than sig nu, phi delt, delt, sae, kappa sig, and maybe a few more. They aren’t top tier yet. They’re middle tier
