Chi-o is better than theta but neither are "top tier". Theta- good grades, never go out, hangouts with bottom to middle tier fraternities (sig ep, pi kap, etc), very under the radar name, you'll probably never meet one. Chi-o- good grades, involved, bible beaters, 10% of them hangout with good fraternities and are the only reason they have a decent name, the rest are pretty bad. Honestly, I wouldn't recommend either
