The above info is incorrect. If a pnm did not sign a pref card (ie, withdrew at any point in the week before ranking pref chapters), she is eligible for COB. The only women who are ineligible for COB are those who accepted a bid and then withdraw before initiation. They are bound to that chapter for one year and cannot participate in any rush activities until Fall 2018 formal rush.
