There's no one way that this happens, so I can only speak generally. Every house has a different method for deciding their list to be asked back. There is an element of voting with all houses, but in some houses, the recruitment team and or sometimes even alumni help to rank the list. In all cases, it definitely helps if you have people in the house who want you and speak up for you, especially if its an officer or a sister with influence. Here's where it's tricky, the house's list matches back to the PNM's and their own ranks. So the most competitive houses fill up quickly - PNM can be a spot down on the list and miss the cut. So when you get cut from a house, because everyone does, it's not because they didn't want you, it's just because you were further down the list when it closed. It's a numbers game.
