If they gave bids on February 25, they're not snap bids. Any bid given NOW is informal or COB. No one but a very few women on the panhel recruitment committee know who got a snap bid just prior to bid day, and just prior to bid day is the time when snap bids are allowed. And yes, if a woman/women dropped AXO or AXO dropped them during formal they have every right within their own bid and recruit system to COB/informal bid her/them.
