The only way you can tell for sure is to call panhellenic office. Some idiot keeps pretending that various houses are recruiting and then making fun of them for it. Since everyone made quota the only houses that would be under total and eligible to recruit are those that graduated several girls early or that lost some to student teaching or HSC.
