Chi Os are snapping back aren't they?! Every house finds itself below total some years. If you lose a lot of girls to early graduation, moving to the HSC, transfering, etc, you are below total. You're not allowed to take more girls than quota during formal recruitment, but quota additions can bridge a small gap. Every house made quota this year, so the only houses doing spring recruiting are the ones whose internationals require them to or ones with financial requirements. Some have internationals which prohibit spring requirement, some require. It has nothing to do with rank and only someone who is ignorant of the way panhellenic works would say it does.
