My sister was an Alpha Phi at UC Boulder and travelled around to chapters all over and from what she told me they (and Pi Phi and GPhi) were almost always the top. I understand she's got a bias but when you do a little research they're known as the pretty girls pretty much everywhere. I went into rush hoping to go APhi but realized that our chapter doesn't really follow the standard APhi stereotype so no, I wouldn't say they have the best reputation here but they certainly do have a great rep elsewhere.
