Wrong a house can take quota additions if the house is not at house total. Usually a top house can not get quota additions for several reasons. One reason is the number of girls they can invite back to their house has significantly been reduced. Second reason a girl would have to be at two top houses on pref night and neither house has her high enough on their list to receive a bid (at OU that would be around 80). This senerio is rare because top houses aren't inviting back numbers much higher than they are allowed for quota because their lists simply don't drop. Sorry but it is clear you are not in a house with a strong return rate at OU otherwise you would understand the process a little better than you do. Quota additions help houses not at house total, quota helps houses not at house total, strong houses being required to release large number of girls during recruitment helps houses not at house total. Top houses stay at house total and are only allowed to go over during formal recruitment and any quota addition just makes their totals that much higher, hurting lower houses overall house total. It's rare very rare for top houses to get quota additions. You really need to get your facts straight before you shoot off your mouth with inaccurate information on this site, frankly you seem to do it way too often.
