No. You don't seem to know much about how things work. Every girl that goes to pref is on that house's list somewhere. Most houses lists are kind of fluid with the girls they really want at the top and the ones they really don't want at the bottom. Most of the ones in the middle, they want. The ones that they want more are at the top of course. If they get all their first list and so does the pnm's other house, one of these houses will get the girl even if both are at total.Top houses take quota additions all the time. Think of girls that go KKG/KAT. They will end up in one of those houses even if they're at the bottom of both lists. If you look at quota and the numbers each year you'll see it's rare for any house not to have quota additions unless they snap bid. Snap bids are rare because the numbers usually work. But sometimes a house has girls that match at their other pref houses before the house ever gets to quota. Also, some girls suicide (list only the other house to avoid chancing a bid from the less desired house). Some girls who only have the less desired house will withdraw from recruitment rather than take a bid from that house. Snap bids can make up for not matching to quota if there are enough alums to call girls who were cut by all the other houses and offer the a bid to the house with spaces to fill. That's what happened to Chi O the last four years. Luckily they didn't have very many spaces to fill and were able to find girls to accept their bids.
