If a house isn't a top house the legacy wants a top house and uses their legacy house as a backup. Girls who aren't legacies want the top houses too. It doesn't matter how many legacies a house has, what matters is if it's a top house. Top houses are more desirable by everyone everywhere not just OU. Also, most girls going through recruitment aren't legacies from the actual chapter on campus so it doesn't matter who's been on the campus longer.Additionally a house that's not as big nationally often has a broader definition of legacy than a large national sorority. It comes out in the wash. If girls don't want your house it's not because they are a legacy to another house but because they are a legacy to a better house or a legacy to a less popular house on campus and they want a better house. Sure if it's a large sorority nationally and a great house on campus all the legacies are most likely hoping to receive a bid but unfortunately the house won't be able to extend them all bids because top houses have lots of great girls to choose from.
