The numbers game concerning tiers has to do with how many girls visited your house and how many wanted to come back. Some of the most popular houses have less parties by round three to give other houses a bigger pool of girls because the popular houses will get all the girls they are allowed to take and it's almost always the girls the wanted from the beginning. Also if your legacy house isn't a good house legacies do not want to return to it.
