I'd say it's Chi O or A Phi because both of those are way higher than anyone at OU would put their houses. I think it's obvious that it is an indication that those two houses are the ones causing the trouble on here. As far as Kappa being #1, I don't think you can discriminate between several of the top houses so if someone thinks Kappa is first, that's okay. I think it looks like someone put Kappa first so they could criticize that ranking and leave the Chi O and A Phi rankings undisturbed.
