I believe that theta has strived to accomplish more than most, so yes I would give them top spot. Kappa has had a lot of issues the past few years, therefore I don't think they would deserve the number two spot until they made a few changes in behavior and attitude. To be honest everyone has different markers when creating a list of what determines their top house. I think once everyone gets this through their thick skull and stops trying to beat everyone over the head with their opinion we will all be better off.
