No they don't. All the top houses at OU exceed house total because they are allowed the fall recruitment quota no matter how many current members they have. Fall quota puts the top houses over house total each year and their numbers above house total increase with every fall recruitment quota which allows the top houses the ability to lose girls for all the reasons you stated and still be at house total therefore they don't spring recruit.
