It may not be the only way, but it's one way for sure. It's also pretty consistent with the other ways to assess houses. These houses also won President's trophy (KAT), Runner up (DDD) and two of the 4 special awards (GPB). PBP also won a special award. Even in something as peripheral as Miss OK, a KAT was top 10 and won 2 prelim awards for talent and swimsuit. A GPB won top 10 and a prelim for swimsuit. A DDD was top 10. No other girls from OU houses placed although some others entered. So I'm going to say this is just one other way of "greek-ranking" and it seems to confirm the other ways that people are ranking houses.
