I think your niece will find down-to-earth girls in all houses. She just needs to keep an open mind during recruitment and find the girls she feels most comfortable with. To answer your questions directly, APhi has a reputation as more of a party-girl house. I am sure they have nicer girls in the house, but that is the stereotype. For houses that focus on sisterhood, she may consider DG, GPhi, or AXO. But again, it's where she feels comfortable, not what somebody on a message board recommends.
