I heard the same rumor. NOt sure it it is true or not. You also have to remember that Theta and Tri Delta are traditionally strong houses, meaning they cannot invite as many girls back in the earlier rounds. So, because of Pan rules, they had to cut to deep in the early rounds and it was hard to make it up in the later rounds. It is a formula based on return rates from previous years. It's Panhellenic's way of trying to even the playing field for traditionally weaker houses.
