Pi Phi isn't 1 XO is on line 2 DDD is barely on line 1 So maybe you say there are 2 tiers...but there is a lot of up and down going on which is why people say there are more than 1 tier. There really is 3 tiers. The middle tier can be moved up at times but mostly stays right in the middle. XO, DDD, AXO and APhi are the middle!
