Pi Phi does not stand with Kappa and Theta. PBP lied about spring rushing and meeting quota, and it’s just fact that they’re not equal with KAT and KKG. If your tier includes ou phi then it should include Tri Delt and Chi O as well. Also, g phi is not a bottom tier house in anyone’s minds. Lower middle is even too low. I’d say upper middle, above DG.
