COB is based on house total (average number of girls per house), not quota. Last year only one house didn't make quota (I think it was A O Pi). All the rest made quota. Half of those were below total and half were above. You can be above for bad reasons (girls taking an extra year because of not getting their requirements in to graduate) or a great reason (no girls transferred). You can be below total for bad reasons (girls transferred out of your house) or a good reason (girls graduated early, got into OUHSC, or are doing a study abroad year). Now for the person who thinks it's nationals. It used to be when you were here probably. Now almost all the sororities have chapters in Canada and so their headquarters are called internationals.
