It depends. If a chapter does not make quota, or if they're below total, they can COB. This is usually the "weaker" chapters rather than the "top" ones. Also, COB rules are very loose, they don't have to open it up to everyone or publicize it, so it could be hard if you don't already know women in the chapter. Stick with it, this is your best chance at a bid.
