Total is determined after rush. I think they use the median method. Thus 5 or 6 chapters logically fall under total and can take new members until they reach total. But not all groups are allowed to by their national office. Get to know girls in sororities and those who join during formal recruitment, then ask around about a week after formal. . And sign up for COB with Panhellenic. You need to do both for your best chances. The groups may only have a few spots available. And will usually go to girls they like and know are interested.
