Well they talk about girls for sure but they don't have like a list of 85 selected girls for there pledge class if that makes sense? Everyhouse will filter through the folders all the freshman send in and look for there own grade and score requirements, involvement to get an idea of who they want to look out for when it comes to the conversations during rush! And yes actives do try and promote there friends, but that's just how connections work! Most of the time top houses will have a pool of about 400-500 girls they want to look for during rush based on how they are on paper, but there are tons of girls outside those perimeters that rush really well and get the house they wanted without being on the initial lists
