When a Panhellenic community feels like they're ready for a new house, they announce that they're open for expansion. Any sorority can submit an introduction packet about their organization and how they would colonize. Panhellenic then votes on which organizations they'd like to hear more from and invites those orgs to campus for interviews. Panhellenic listens and votes of which one to invite to their campus. In other words, unless you're a Panhellenic representative at the right time, you have absolutely nothing to say about it.
