That is NOT what Quota Additions are. Quota Additions are strictly for placing the PNM's who ranked both their houses but didn't make the cut off for either one during bid matching. This is how PNM's are guaranteed a bid for ranking both their pref houses; they are placed in one of their pref houses even when it puts a house over quota. Quota Additions ARE NOT for getting a house up to Total. Total is set AFTER the bid matching and quota addition process is completed. The only method used to get a house up to Total is COB. The misinformation spewing out of people on here is ridiculous.
