Yes, it is true. The vast majority of that 5% dropped out because they didn't like the choices they had left. While there are always some pnm's that fall through the cracks and are released from all houses, it's a very small number. Every pnm invited to a chapter's pref is on their bid list somewhere. If she has two pref houses and puts them both down she's getting a bid to one of them. If she only has one pref house then that's her bid. If she has two houses and only puts one on her card, she runs the risk that she may not get that bid and she's done.
