If whomever commenting on this thread reads NPC rules, they’ll see that college panhellenics must vote on upperclassmen quota allowance before recruitment starts. If a college tends to usually have a lot of upperclassmen go through recruitment, that’s when it tends to benefit. Or, if the college tends to have a lot of upperclassmen for whatever reason not receive bids. Regardless, it’s a vote by the campus Panhellenic. The Panhellenic can opt to do upperclassmen quota some years and not others. If approved and put into action, each chapter would be required to take a certain percentage of upperclassmen depending on the #s going through recruitment. Kind of like a quota addition. For a chapter to opt out, it would then have to be approved at the local and national level of that sorority. Hope that makes sense.
