I am not absolutely sure about this, but... On a national level Sig Ep did away with pledging and initiation and accepts members in three phases as part of its "Balanced Man" program. After completion of the first phase one becomes a conditional member. But true membership is not achieved until after completing the third-year phase. Essentially what Sig Ep has done is to treat pledges like actives but in reality most active members are really pledges for most of the time they are in college.
