Quota is not set until after prefs and everyone signs her card, whether it's a variable quota year or not. Invitations and releases are never about working toward a certain quota number, they are simply based on percentages and are adjusted from round to round depending on how many pnm's are continuing the process. Stronger recruiting houses will invite fewer pnm's to every round, pref included, while houses that have lower return rates and/or are building memberships will invite more. Variable quota further limits some sororities at every single round, but other houses will be allowed far more. But every pnm that goes to pref is on that house's bid list somewhere. Pnm's are guaranteed a bid to either pref house if they rank both of them. If a pnm has only one pref house and puts them on her card she will get that bid. The more pnm's that stay in the process means more girls at every round and more bids. Quota is the tail end of the whole thing, and the tail does not wag the dog.
