The ones people claim are top tier will be told they can invite less back based on: 1) the number of girls still in recruitment 2) past return rates. Higher your return rates the fewer you get to invite back. If you have less popular return rates you get to invite more girls. Like inviting wedding guests except houses are told this last moment based on girl's left in recruitment. The formula by Panhellenic is to distribute girls to get close to even numbers in the houses. This happens every campus now as no National sorority wants to close a chapter down for lack of membership.
