All the old sororities have been cutting legacies for years. There's just too many of them coming in. Some ChiO legacies are ending up in APhi because they are literally so weird no one else wants them. DDD and KD legacies end up all over the place. Although DG, Kappa and Pi Phi tend to take the DDD legacies; Phi Mu and AOPi tend to take the KD legacies. ADPi will get some of the spill over. And for the record snap bids aren't generally needed anymore.
