It's mutual selection but only the PNMs do a ranking. On the fraternity side, the fraternity either extends a bid to each PNM after Round 3 or not (no ranking of PNMs). If the PNM's first choice extends him a bid, then that's it. If there is no bid from his first choice, it moves to his second choice and then his third choice if necessary. As far as bids prior to bid day, it is against the rules to extend bids or to even tell a PNM that he has a definite bid prior to Bid Day. Regardless of the rules, unofficial bids are sometimes offered but the PNM still can't join the fraternity extending the "bid" until Bid Day or after. Also, just because a fraternity member tells a PNM that he has a bid doesn't always mean that the PNM will receive an actual bid on Bid Day. Generally I would be suspicious of a fraternity throwing around unofficial bids prior to Bid Day.
