MS houses have historically been top tier because the mass numbers of OOS students didn't start until about 10-15 years ago...and tiers don't change that fast. Sure, we always had OOS, but they were mostly from other Deep South states. Personally I like having both in-state and OOS girls in my house and would hope that every house would have some of each, I like knowing girls from everywhere, including Mississippi.
