It will be hard competing with so many freshmen, but you'll never know if you don't try. Alpha Phi and ADPi are fairly new and building their chapters so they might be open to pledging a junior. Theta draws a diverse sisterhood in general so perhaps they would too. And there are exceptions for every house. I hope you'll try and wish you luck finding a home.
